Government signs off National Safety Net Programme

After a year of consultations and planning, the government of Kenya and the World Bank finally signed the agreement to establish the National Safety Net Programme. The signing ceremony took place at the National Treasury in Nairobi on 16 September 2013.

The establishement of the NSNP ushers in a new way of doing things in the Cash Transfer Programmes where results will precede disbursement of funds.

The 4 years programme is supported by the World Bank under a Programme for Results operation, implying that disbursement of funds will only be made upon achievement of agreed results, attained within an agreed period of time.
NSNP was established to provide a common operating framework for the five Cash Transfer programmes including, Persons With Severe Disabilities Cash Transfer, Older Persons Cash Transfer, Urban Food Subsidy Cash Transfer, Orphaned and Vulnerable Children Cash Transfer and the Hunger Safety Net Programme Cash.

Having a common operating framework for the five Cash Transfer programmes is expected to enhance efficiency and create ease of coordination and harmonization of the programmes' activities now and in the future, in line with the Kenya National Social Protection Policy guidelines.

Other partners involved in supporting NSNP include DFID and UNICEF.
