Consolidation of cash transfer programmes’ implementation in the horizon
It has, for some time now, been the desire of both the government and development partners to have harmonized implementation of the four government cash transfer programmes including Cash Transfer for Orphans and Vulnerable Children (CT-OVC), Older Persons Cash Transfer (OPCT), Cash Transfer for Persons with Severe Disabilities (CT-PWSD)- implemented in collaboration with the National Council for Persons With Disabilities and the Hunger Safety Net Programme, implemented under the Ministry of Devolution.
In regard to the above, efforts have been made and work is in progress to actualize this dream through the development of a consolidation strategy to guide the anticipated harmonized approach. Consolidation efforts will first focus on the three cash transfer programmes under the MLEAA (CT-OVC, OPCT and PWSD), before broadening the discussions to include the HSNP.
Under the consolidation process, a harmonized targeting tool has been developed and will from March 2016 be piloted in parts of Turkana, Kilifi and Nairobi, marking a key milestone in the consolidation process.
The key components and areas of focus in consolidation include targeting, monitoring and evaluation, complaints, compliments and grievances, payment, Management Information System and Single Registry, exit, graduation and complementarities as well as finance and audit.
Consolidation will allow for harmonized implementation, a factor viewed as crucial for efficiency and effectiveness in the implementation of cash transfer programmes by the various actors.
