Gender and Social Development Officers attend Induction Training

A total of 190 Gender and Social Development Officers who recently joined the Ministry of Labour and East Africa Affairs under the National Safety Net Programme attended a 5 days induction training at the Technology Development Centre in Athi River from 29 February to 5 March 2016.

The 190 officers are part of a 210 staff employed by the ML&EAA and deployed to various departments of the ministry both at the national and county offices. The officers will specifically support the NSNP programme implementation work.

The induction training was aimed at familiarizing the new officers with the various departments and units of the Ministry, their functions and operational mechanism. Special attention was paid to the Cash Transfer programmes given that the new officers were specifically recruited to support various roles in the Cash Transfer programmes under NSNP.

Areas covered in the cash transfer topic included targeting and enrolment, complaints & grievance mechanism, payment & reconciliation, expansion, monitoring, evaluation and reporting for the National Safety Net Programmes as well as Management Information Systems and the Single Registry platform. The training also oriented the new officers on soft skills.

Discussions also centred on the civil service regulations and code of conduct that guides the day-to-day behavior of civil servants, various employment laws, govern ment accounting and finance procedures, exploring areas such as the principles of finance and issues for consideration when spending government money. Participants were also exposed to the various categories of appointment in the public service.

The Principal Secretary, ML&EAA, Department of Social Security and Services Susan Mochache was at hand to officially close the induction workshop at the end of the five days. She took the opportunity to welcome the new officers and thanked the Human Resource Management Unit for organizing the training.

PS Mochache underscored the importance of the citizenry to the government and urged the new officers to endeavor to become good ambassadors of the Ministry by treating clients well and upholding values of integrity, openness, equity and fairness when delivering services to all members of the public.

The PS recognized the new officer’s digital skills and noted that these are invaluable to the programmes’ work and will be tapped on to enrich implementation of relevant activities.

The workshop was organized by the Human Resource Management Unit and facilitated by various officers from the different departments of the ministry, especially those involved with the implementation of the cash transfer programmes within the Ministry such as the Social Development department, Children’s department and the Social Protection Secretariat.
