Piloting for the harmonized targeting tool for Government Cash Transfers Begins

Piloting for  a  harmonized  targeting  tool  for the  three  cash  transfer programmes  under  the Ministry of Labour and East African Affairs (MLEAA)  i.e.  Cash Transfer for Orphans and Vulnerable Children (CT-OVC)Older Persons Cash Transfer (OPCT) and Cash Transfer for Persons with Severe Disabilities (CT-PWSD),  begun  on 17th  March  2016  in  Turkana County. The piloting exercise will also  be  undertaken  in Nairobi  and  Kilifi Counties  between  April and May this year.

At  the  initial  stage, the harmonized targeting tool will be used across the CT-OVC, OPCT and PWSD and will later  be  extended to  include  Hunger Safety Net Programme (HSNP).

The  development  and  launch  of the  harmonized  targeting  tool marks  a  milestone  step  towards achieving the goal of consolidating the four principal government Cash  transfer  programmes namely  CT-OVC,  OPCT,  PWSD and HSNP.Harmonized targeting  forms  one of the key pillars for consolidation of  implementation  of  the  cash transfer  programmes  and  it  is expected  to  enhance  efficiency and  effectiveness  in  the  overall implementation of the NSNP.
