NSNP Implementation there is Progress, Joint Review Mission Reveals

There is “satisfactory progress” made in implementing NSNP, according to the Aide Memoir for the most recent Joint Review and Implementation Support Mission for the Kenya National Safety Net Programme for Results Cash Transfer for Orphans and Vulnerable.

The Joint Review Mission took place in Naivasha from June 22nd - 26th, 2015 and noted that, since the last Review (held in October 2014), an additional disbursement Linked Result (DLR) had been achieved, bringing the total number of DLRs at that point and time to four (4). There is very good progress in achieving several DLRs that were due to be assessed on or before July 2015, the Mission's report noted, adding that current rating will be upgraded against the evidence of achievement of the DLRs in line for submission.

The purpose of the Mission was to review implementation progress made since the last similar exercise, to establish areas of need and to provide support for addressing any emerging implementation issues.Discussions centred on: Expansion of programme coverage across the country, Harmonized targeting across all four government cash transfer programmes, Recertification, Monitoring, Evaluation Learning and Reporting, Single Registry (SR) and Management Information System (MIS), Programme Consolidation, Complaints and Grievances mechanism as well as Payment systems.

Representatives in the meeting were drawn from the World Bank, the Ministries of Labour, Social Security and Services MLSSS) and Devolution and Planning (MDP). Also represented was the National Council for Persons with Disability, Department for International Development (DFID), UNICEF, NDMA and the World Food Program. Representatives from the Embassy of Sweden joined some sessions of the meeting.
